• Dorchester's original development activities, the ongoing operations noted <br />above, and auxiliary operations necessary for support and compliance are <br />described in the following sections. <br />Drainage and Sediment Control. Existing drainage and sediment control <br />structures were constructed by Dorchester in conjunction with mine and <br />loadout development. However, EFCI as mine operator has assumed <br />responsibility for ongoing operation and maintenance of these structures. <br />The existing drainage and sediment control network in the mine area <br />includes a diversion of Magpie Creek around the mining disturbance which <br />will be modified upon completion of mining to meet permanent diversion <br />design criteria, three (3) sedimentation ponds; Ponds 1, 4, and 5, a <br />freshwater pond; Pond 3, a water treatment and recycle pond; Pond 2, a <br />permanent diversion ditch around the coal refuse stockpile, and a number <br />of collection/diversion ditches and culverts which are utilized to collect <br />and route drainage. In the loadout area, two (2) sedimentation ponds; <br />• Ponds L-1 and L-2, and associated ditches and berms are utilized to <br />control surface drainage. Locations of drainage and sediment control <br />structures are shown on the Mine Area Surface and Groundwater Hydrology <br />Map, (Map 12), the Loadout Area Surface and Groundwater Hydrology Map, <br />(Map 13), and the Drainage and Sediment Control Map, (Map 20), and these <br />structures are described in detail later in this section under the <br />subtitle, "Ponds, Impoundments, and Diversions". <br />Topsoil Removal. Prior to construction of mine and loadout facilities <br />including roads, sedimentation ponds, structures, portals, storage areas <br />and the coal refuse pile, Dorchester recovered available topsoil materials <br />which were stockpiled for later use in reclamation. It should be noted <br />that much of the mine facilities and loadout areas had been disturbed by <br />previous activities. Consequently, available salvageable topsoil was <br />limited in these areas. <br />The only ongoing surface disturbance at the Southfield Mine is progressive <br />• expansion of the coal refuse stockpile. In order to accommodate stockpile <br />expansion, EFCI delineates a recovery area extending at least 15 feet <br />beyond the anticipated maximum stockpile limit for any given year and <br />recovers available topsoil resources from this area. <br />2.05.3-3 <br />
