• Rotary Breaker. EFCI operates a rotary breaker located adjacent to the <br />raw coal reclaim belt as shown on the Mine Surface Facilities Map, (Map <br />18). Raw coal feed is transferred from the reclaim belt to the rotary <br />breaker. Because of differences in the friability of coal and refuse <br />materials, coal is readily broken and drops to a return belt. The larger, <br />more durable refuse material passes through the breaker to a storage bin <br />which is utilized to load rear-dump haulage trucks which then haul coarse <br />refuse material to the permanent coal refuse stockpile. <br />The breaker is designed with a throughput rate of 250 tons per hour and <br />is totally enclosed for dust control purposes. In addition, the raw coal <br />generally has a sufficiently high moisture content to minimize any dust <br />emissions. The limited maintenance required for the coal breaker system <br />includes periodic inspection of the breaker and associated transfer belts, <br />lubrication of mechanical components, and clean up of any minor spillage <br />which may occur. <br />• Upon completion of mining, the breaker, belt components, and storage bin <br />will be salvaged. Any structural components which cannot be salvaged w111 <br />be demolished and the debris disposed of in a designated area. The <br />breaker area will be reclaimed in conjunction with reclamation of the <br />preparation plant disturbance area. <br />Coal Refuse Bins. EFCI maintains three (3) separate coal refuse bins. <br />One, associated with the coal breaker as described above, is utilized to <br />store and load coarse refuse materials. The second is located near the <br />southwest corner of the coal preparation plant and receives dewatered <br />fine refuse from both the fine coal preparation circuits. The third coal <br />refuse bin located inside the coal preparation plant building, receives <br />coarse refuse from the heavy-media vessels. The hoppers are supported by <br />structural steel frameworks with vertical support columns sized to allow <br />small rear-dump trucks to drive under the hoppers in order to load. <br />Loading chutes with hydraulically operated gates on the hoppers can be <br />• controlled by the truck driver. <br />2.05.3-29 <br />
