• tractor trailer haulage trucks. Limited loading of industrial coal into trucks, utilizing wheel <br />loaders, is done for blending coal to customer specifications. In order to promote effective draw <br />and loading from stockpiles, EFCI utilizes either tracked dozers or wheel loaders to limit the <br />extent of the piles and perform any necessary cleanup in surrounding areas. <br />Because of their relatively small size, coal stockpiles turn over frequently and there is little <br />potential for significant weathering or spontaneous combustion of the coal product. Ongoing <br />maintenance includes regular inspection an clean up of critical components of the coal <br />handling system to prevent any interruption of coal Flow from the mine. <br />Upon completion of mining, all remaining raw coal will be processed for sale, and all remaining <br />stockpiled coal will be sold. The unsalable coal mine waste materials remaining in and <br />adjacent to the footprints of stockpiles will be disposed in the existing coal refuse pile, in the <br />area in front of the portals, and in the Pond 1 basin area. The material will then be effectively <br />covered by backfilling and grading operations with a minimum of four feet of suitable material. <br />Topsoil will be replaced on the coal stockpile areas, and the disturbed area then revegetated. <br />Previous plans called for demolition of the coal reclaim tunnel, disposal of resulting debris in <br />• the tunnel excavation, and backfilling and grading over the tunnel disposal area. Through <br />discussions with postmining landowners and potential lessees, EFCI has recognized the <br />potential value of the existing tunnel for storage of agricultural equipment and supplies and <br />livestock shelter. Accordingly, EFCI requested and received approval to retain the tunnel in <br />conjunction with and to support the proposed postmining land use. <br />Truck Scale. EFCI maintains an on-site truck scale to weigh tractor trailer and rear-dump <br />haulage trucks transporting clean coal products before they leave the mine property. The scale <br />installation includes a prefabricated truck scale mounted on a concrete foundation with <br />approach ramps and pads. <br />When the truck scale was originally permitted and installed, a small area exemption from full <br />scale drainage and sediment control was requested and subsequently approved. Drainage <br />from the scale area is, however, effectively captured and routed to Pond 5, so the small area <br />exemption has been eliminated as unnecessary. <br />Upon completion of mining, the truck scale will be removed and salvaged, foundations will be <br />demolished, resulting debris will be placed in approved disposal areas on-site, and the <br />associated disturbance area will be regraded, topsoiled, and revegetated. <br />C~ <br />2.05.3-28 Revised 3/18/02 <br />Minor Revision No. 42 <br />
