Operations Description -Loadout Area
EFCI operated a coal loadout located approximately 1.5 miles northwest of
Florence, Colorado. The area had previously been disturbed and was utilized for
coal loading and other commercial activities prior to EFCI purchase and operation
of the loadout in March, 1985.
The loadout was completely reclaimed by the end of January 1997. Reclamation
activities included removal of salable coal stockpiles and base material, removal
of structures, backfilling, grading, seeding and mulch application. The rail spur,
owned by the Burlington Northern and Santa Fe Railroad (BN&SF), remains at the
request of the owner. Drainage and sediment control structures are established for
the reclaimed area, including the two (2) original sedimentation ponds. The
reclaimed configuration of the loadout area is illustrated on Map 13, Loadout Area
Surface and Groundwater Hydrology.
Mine Facilities
Changes in existing structures and facilities through the end of the fourth permit
term and over the mine life are minimal. Generally, existing facilities are utilized
without significant modification or additional construction. Only the continued
construction and expansion of the existing permanent coal refuse stockpile is
anticipated during the remaining mine life.
Essentially all of the existing facilities as shown on the Mine Facilities Map, (Map
18), except for the Rockdust Storage Bin and South Mine Fan, had been
constructed and were in place when EFCI purchased and began operating the
Southfield Mine and Loadout in March, 1985. EFCI made some equipment
modifications within the coal preparation plant building, the fuel tanks have been
excavated and converted to a surface installation, and the coal refuse stockpile
has been expanded since that time. However, no other structures or facilities have
been signrficantly modified.
2.05.3-17 Revised 5/13/04
Permit Renewal RN-04
