Operations Description -Loadout Area <br />EFCI operated a coal loadout located approximately 1.5 miles northwest of <br />Florence, Colorado. The area had previously been disturbed and was utilized for <br />coal loading and other commercial activities prior to EFCI purchase and operation <br />of the loadout in March, 1985. <br />The loadout was completely reclaimed by the end of January 1997. Reclamation <br />activities included removal of salable coal stockpiles and base material, removal <br />of structures, backfilling, grading, seeding and mulch application. The rail spur, <br />owned by the Burlington Northern and Santa Fe Railroad (BN&SF), remains at the <br />request of the owner. Drainage and sediment control structures are established for <br />the reclaimed area, including the two (2) original sedimentation ponds. The <br />reclaimed configuration of the loadout area is illustrated on Map 13, Loadout Area <br />Surface and Groundwater Hydrology. <br />Mine Facilities <br />Changes in existing structures and facilities through the end of the fourth permit <br />term and over the mine life are minimal. Generally, existing facilities are utilized <br />without significant modification or additional construction. Only the continued <br />construction and expansion of the existing permanent coal refuse stockpile is <br />anticipated during the remaining mine life. <br />Essentially all of the existing facilities as shown on the Mine Facilities Map, (Map <br />18), except for the Rockdust Storage Bin and South Mine Fan, had been <br />constructed and were in place when EFCI purchased and began operating the <br />Southfield Mine and Loadout in March, 1985. EFCI made some equipment <br />modifications within the coal preparation plant building, the fuel tanks have been <br />excavated and converted to a surface installation, and the coal refuse stockpile <br />has been expanded since that time.
