• Mining will continue in the north submains with recovery of Red Arrow <br />reserves as development to lateral reserve limits is completed. Ongoing <br />mining operations in the south submains will proceed with recovery of <br />remaining reserves from both the Red Arrow and Jack O'Lantern seams. <br />The final mining area to be effected during the second permit term will <br />be the west submain area within the Jack O'Lantern Seam. EFCI plans to <br />continue submain extension and panel development within this area with <br />mining activities extending both north and south of an area previously <br />identified as having limiting roof conditions. To the extent <br />operationally feasible, panels will be driven into this area from adjacent <br />submains. Mining plans in this area also call for development to the west <br />under the existing high angle thrust fault. Due to the increasing depth <br />of cover and uncertainty regarding conditions which will be encountered <br />in the area of the fault, the ultimate western mining limit is currently <br />unknown and will be defined by actual ground conditions as mining <br />• progresses. <br />Both advance and retreat for mains, submains, and development panels are <br />illustrated in each of the three (3) mining areas where EFLI will be <br />operating during the second five (5) year permit term by the Mine Plan <br />Map, (Map 17). Beyond the second five (5) year permit term, mining is <br />expected to continue northward from the extension of the 2-North submains <br />with development of additional reserves which EFCI is currently <br />evaluating. Dependent upon ground conditions, future advance may also <br />continue to the west in the Jack O'Lantern Seam. <br />Roof Control. As continuous miners advance coal faces it is necessary <br />from both safety and compliance standpoints to periodically establish roof <br />control to support overlying strata. Normally the continuous miner <br />advances approximately 20 feet to the point where the miner operator is <br />just under the last row of roof bolts. The continuous miner is then <br />pulled back from the coal face and moved to either an adjacent entry or <br />• begins developing cross cuts while a roof bolter is brought in to install <br />2.05.3-10 <br />
