2.05.3(7) Coal Handling Structures <br />A preparation plant, unit train loadout facility, and an overland belt conveyor are <br />located within the permit area. Exhibits 6A, 7A, 8A, 10A and 11A show the <br />locations of coal handling and storage facilities. Table 12 -1, Tab Section 12, lists <br />all coal handling and storage facilities within the permit area. Surface <br />disturbance created by these facilities is minimized. Refer to Tab Section 14 for <br />details on removal of structures on reclamation of the disturbed area. <br />2.05.3(8) Coal Mine Waste and Non -Coal Processing Waste <br />Before January, 1981, coal processing waste was disposed of at Roadside <br />Refuse Disposal Area, RSRDA, located at the Roadside South Portals. This <br />area is no longer used for coal processing waste disposal. Stability analysis of <br />the RSRDA is given in Appendix 13-4. Final regrading of this pile is discussed in <br />Tab Section 14. As per 4.10.2(2)(a) the RSRDA has been graded and covered <br />in accordance with 4.10.4(4), and topsoil has been distributed on the bank in <br />accordance with 4.06.4, and revegetated, therefore the final quarterly inspection <br />for this pile was performed on November 14, 2008. <br />Coal processing waste is currently being disposed of at two sites located <br />approximately one -half mile west of the Roadside North Portals, Cameo Refuse <br />Disposal Area Nos. 1 and 2 (CRDA -1 & CRDA -2). A third site, CRDA -3, has <br />been permitted but will not be developed because the Operator does not plan to <br />construct CRDA -3 since the mine is idle and is not expected to operate in the <br />foreseeable future. Details for construction and sediment control at CRDA -1 are <br />given on Exhibits 9A, 9B, 18 and 20. Details of the CRDA -2 & 3 construction <br />and sediment control were approved in 1985 as permit revision PRO1 and are <br />shown on Exhibits 51, 52 and 53. The coal processing waste originates at the <br />Roadside South coal preparation facility and from the Roadside North screening <br />and crushing facility. The waste material is hauled by truck to the refuse <br />disposal areas where it is spread in maximum lifts of 24 inches and compacted. <br />Once the piles are constructed to the contours shown in Exhibits 9C, 51 and 52, <br />reclamation will take place as described in Tab Section 14. Drainage design is <br />given in Appendix 13 -2. Soil information is given in Appendices 9 -4 and 9 -5, Tab <br />Section 9.
