INTRODUCTION <br />The Mountain Coal Company, West Elk Mine, proposes a Small Area Exemption ,(SAE) to Permit No. C- 90-007 <br />for the storage of development waste of an isolated entry in Lone Pine Gulch. This demonstration is revised from - <br />a version previously submitted to the Division of Minerals and Geology; DL" ' nt "of Natura esoiirces, <br />Colorado. This revision recognized the protection provided to the Developmed_ Was* — J? de- P misting road <br />ditch, a smaller pile due to less waste than originally anticipated, and (as a resuleof a'stnaller pile) the elimination <br />of a mid -slope silt fence. Changes in the demonstration, highlighted by italics, have been made in Sections 1.2." <br />1.2.2 1), 1.2.2 3), 2.2, 4.1, 4.3, 7, and 9. Enclosures 2 through 6 have also been modified. <br />1.1 Methods of Analysis <br />This review and analysis is made using the Sediment, Erosion, Discharge by Computer Aided Design (SEDCAD - <br />Version 3) developed by Ms. Pamela J. Schwab of Civil Software Design and Dr. Richard C. Warner, Agriculturz <br />• Engineering Department, University of Kentucky. The analyses are based on field information provided by Kathleet <br />Welt (Environmental Supervisor) and Henry Barbe (Environmental Assistant), West Elk Mine, Mountain Coa <br />Company; a site visit by the undersigned; and other sources as referenced herein. <br />1.2 Project Description <br />The project is a proposed development waste pile associated with slopes being developed for the Lone Pine Fan <br />installation. <br />1.2.1 Location <br />The location of the proposed development waste pile is shown on Drawing LPG -103F, 7/29/94, Lone Pine Gulch <br />Fan/Portal Bench Design (Enclosure 1). It would be constructed as fill on an existing slope. <br />1.2.2 Configuration 0. <br />Enclosure 2 is a sketch of the fully constructed development waste pile. The pile would rise approximately 5 feet <br />above the upper toe -of -slope and 35 feet above the lower toe -of- slope. It would cover approximately 0.70 acre. <br />Slopes of the pile would be at approximately 2.5 (horizontal) to 1 (vertical). <br />The development waste pile will be protected from erosion, and water resources will be protected from pollution, <br />by a number of best management practices. The construction of the proposed development waste pile would occur <br />over a period of time as slopes (adits) are developed for the Lone Pine Fan installation. Thus implementation of <br />the practices will be phased over a period of time.
