The improvements are summarized in the following sections. Design drawings and general notes <br />are included as Appendix A. <br />FACILITIES DESIGN <br />The proposed environmental improvements to the train loadout facility include grading and paving <br />the facility site, constructing washwater and stormwater collection and treatment facilities, <br />constructing a containment system for hydraulic oil spills, and providing a permanent storage area <br />for diethylene glycol. <br />Site Grading and Paving <br />The existing and proposed facility site plans are shown on Drawing 1 in Appendix A. Site <br />preparation work will include initially backfilling the existing sediment pond located east of the <br />facility. Loose soil and coal particles in the pond will be excavated to expose in -place compacted <br />soil. The excavated material will be placed in the lower refuse pile at the West Elk Mine. The <br />•' <br />pond will then be backfilled with clean borrow material. <br />The facility site will be graded and paved with concrete to direct and contain stormwater runoff <br />_ <br />from the paved site, facility washwater, and spills of hydraulic oil and diethyline glycol occurring at <br />the facility. The grading plan and extent of the "paved containment area" are shown on Drawing 1 <br />in Appendix A. The. paved containment area will extend approximately 20 ft. east of the loadout <br />facility and approximately 140 ft. west of the facility. <br />The paved area will be graded at a minimum 0.75% slope to provide adequate grade to convey <br />water across the paved surface. The area beneath the railroad tracks will slope 0.2 foot over the 8 <br />feet width of the ties to allow drainage below the rails. (Engineering Department, Southern Pacific <br />Railroad, Denver.)
