TAB 12 <br />FACILITIES <br />r_~-_~....~. ,... <br />Construction of the facilities at the Hayden Gulch Loadout was completed during the time <br />period 1978 through 1980 by the previous owner/operator/permittee, H-G Coal Company. The <br />following sections describe the approved facilities layout. The 2,000,000 ton per year (2MM <br />ton/year) rail unloading/truck haulage system, which is permitted through Technical Revision <br />No. 6 (TR-06), is presented at the end of this section. The exhibits referenced in this tab <br />correspond to the approved TR-06 facilities layout (Note: changes approved under TR-06 have <br />not been implemented at the site as of November 2007). The exhibits (with revision number <br />and date) are as follows: <br />Exhibit 12-1, Facilities Map (Revision 14, 03/07) <br />Exhibit 12-1A, Train Unloading and Truck Loading Facilities Plan and Sections (Revision <br />0, 11/04) <br />Exhibit 12-2, Surface Water Control Plan Map (Revision 11, 03/07) <br />Exhibit 12-3, Truck Loop Pond1 Existing Condition (Revision 0, 3/1/93) <br />Exhibit 12-4, Rail Loop Pond 2 Existing Condition (Revision 1, 4/05) <br />Exhibit 12-5, Haul Road HGLF-HR2 (Revision 1, Certified 5/3/05) <br />To address Colorado Division of Reclamation, Mining and Safety's (CDRMS; formally known as <br />Colorado Division of Minerals and Geology [CDMG]) concerns expressed in the 2005 Mid-Term <br />Permit Review regarding the approved TR-06 modifications versus what is existing and on-the- <br />ground, Attachment 12-1, Existing Facilities Area Description, was added to the permit <br />application package (PAP). This attachment describes the facilities associated with the <br />1,000,000 ton per year (].2+A4 ton/year rail loadout, originally approved by Colorado Minded <br />Land Reclamation Division (the precursor to both CDMG and CDRMS) under Permit C-92-081 in <br />1993. The ].tvII~I ton/year operation is what is currently "on-the-ground". This attachment will <br />be removed from the PAP upon.. the construction of the approved TR-06 modifications. <br />Most of the existing support features (i.e., sedimentation ponds, drainage ditches, roads) <br />will be retained as operational features upon completion of the TR-06 approved <br />modifications. The major changes will be the demolition and, or relocation of several <br />existing coal handling structures. Attachment 12-1 includes a description of the current <br />facility configuration and summarizes what will be demolished or relocated following the <br />completion of the 2 MM ton/year coal handling system approved under TR-06. <br />MR-16 1 Revised 11/07 <br />
