HR1A Plan and Profile. These exhibits have been prepared in accordance with Rule <br />9.03.1(1)(d)(ii), which allows a relevant showing in lieu of certification of design and <br />construction for roads constructed prior to August 1999. As such, the certification on <br />these exhibits only pertains to the existing conditions. HGTI assumes that between the 1986 <br />certification statement, as well as the lack of CDRMS concern or issue documented in any <br />monthly compliance inspection report or other permit review since 1992 demonstrates that the <br />haul roads are in compliance with the performance standards of Rule 9.03.1. <br />As part of the 2,000,000 ton per year coal handling revision HGTI will construct the truck <br />loadout haul road (HGLF-HR2). The road has been designed and will be constructed in <br />accordance with CDFMS regulations as described in Appendix 12-3. The location and layout of <br />HRLF-HR2 are shown on Exhibit 12-5, Haul Road HGLF-HR2. The proposed road is approximately <br />861 feet in length. The alignment extends from the TAHR north towards the rail loop; at <br />approximately stationing 2+45 the haul road turns to the west and loops through the truck <br />loading structure and then ties back into the TAHR at stationing 8+61. Runoff collection <br />ditches will be constructed on either side of haul road HGLF-HR2 (see Exhibit 12-5 for the <br />ditch configurations and design sun¢naries). Ditch design demonstrations are presented in <br />Appendix 12-9. There will be four culverts installed as part of the construction of haul <br />road HGLF-HR2, while a fifth culvert will be modified (see Exhibit 12-5, Haul Road HGLF- <br />HR2). The culvert design demonstrations also are presented in Appendix 12-9. <br />Access Roads: There is one access road (HGLF-AR1), designed and constructed by the previous <br />owner/operator/permittee (H-G Coal Company), within the permit area. Access road HGLF-AR1 <br />starts from haul road HGLF-HR1 at approximately stationing 24+85 and runs west and north of, <br />and parallel to, haul road HGLF-HR1A as the roads go past the office/change building, <br />looping around toward the proposed 30,000 ton stockpile and radial stacker. Historic <br />documentation of the alignment (and designation) is provided in Attachment 12-1 on Exhibit <br />12-1 (Revision 9, TR-04 Incidental Permit Boundary Change, dated 6/99) and Exhibit 12-2 <br />(Revision 5, TR-09 Incidental Permit Boundary Change, dated 8/99). <br />Access road HGLF-AR1 was constructed by the previous owner/operator/permittee, H-G Coal <br />Company. The access road is approximately 20 feet to 30 feet wide, drainage from the road <br />is controlled by existing Ditch 1, as well as Ditches 5 and 6. HGTI has been unable to <br />locate any design or construction documentation in the project files, however, HGTI assumes <br />the road was designed and constructed in accordance with CDRMS's regulations as described in <br />Appendix 12-3. <br />TR-07 10 Revised 06/06 <br />
