C-1980-004 PR-2 10-Feb-2011 <br />PAR — Engineering/Geotech Page 4 of 5 <br />a) 2.1 — Relative directions described in the text seem to be rotated —90' east of actual, e.g. <br />the proposed coal waste pile is actually to the south (not west, as the text indicates) of the <br />mine haul road and —1200' south (not west) of the mine office; additionally, the toe of the <br />hillside is cast (not south) of the pile site. Please review the text and revise as <br />appropriate. <br />b) The text refers to "small ridges" of native soils. Please revise the text, as necessary, to <br />refer to the potential dam feature (as discussed elsewhere in this adequacy review) if this <br />is what is intended by the text. <br />c) Based on information available from the FEMA website, it appears that FIRM panel <br />0802051575B should also be referenced. Please review, and revise the text if <br />appropriate. <br />d) The caption for Photo #1 indicates that the view is to the southeast, although the <br />perspective of the photo seems to be looking to the northeast. Please review the <br />description, and revise as appropriate. <br />6. Section 3.0 — Subsurface Conditions <br />a) The first sentence gives the location of the proposed 2007 CMWP as "approximately 500 <br />east of the site analyzes for this study" — please review and correct the distance, units and <br />direction (it appears that "1200 feet northeast" would be more accurate) and correct the <br />spelling of "analyzed". <br />b) Additional paragraphs from the 2007 study have not been incorporated here — please <br />reincorporate these paragraphs, or provide an explanation as to why they have been <br />omitted. <br />c) The Division notes that no new subsurface data (boreholes) have been collected within <br />the footprint of the proposed CMWP. Please provide subsurface information specific to <br />the location of the PR-2 CMWP, or submit a rationale for the Division's consideration <br />which justifies use of the boreholes drilled in 2007 for characterization of the soils and <br />subsurface conditions at the site. <br />7. Section 4.0 — 2007 Laboratory Testing <br />a) This section discusses laboratory testing for both 2007 and 2010. Please delete "2007 <br />from the title of Section 4.0. <br />b) The first paragraph refers to Appendix A, which was not included in the report submitted. <br />Please refer to the similar comment in the Table of Contents section, above. <br />c) In subsection 4.1 — Index Properties, the discussion appears to be identical to that <br />contained in the 2007 report. Please revise the title of this subsection to be "2007 <br />Laboratory Testing". <br />d) Subsection 4.2 — 2010 Laboratory Testing states that a Standard Proctor test was <br />conducted on a sample of air jigged coal. Please provide the results of the Standard <br />Proctor Test. <br />e) Subsection 4.2 indicates that CU and UU triaxial test results are presented in Appendix C. <br />They are actually provided in Appendix B. Please correct the reference. <br />8. Section 5.0 — Stability Evaluations <br />
