DMSION OF
101 South 3rd, Suite 301 RECLAMATION MINING & SAFETY
Grand Junction, CO 81501
)(rA 05
Re: Response to Notice of Determination that Natural Soda, Inc. Nahcolite
Project, Permit No. M-1983-194, Should be Permitted as a e?1 Mining
Operation (DMO) ? ft6ED
Dear Mr. Shuey:
MAR 21 ?011
Division of Resl'IIellion,
Minino A i foty This This letter is sent in compliance with the Minerals Rules and Regulations of the Colorado
Mined Land Reclamation Board for Hard Rock, Metal and Designated Mining Operations,
Rule 7.2.3(1) to inform the DRMS that Natural Soda, Inc. (NSI) concurs and intends to
comply with the DMO status change to NSI's Permit No. M-1983-194.
NSI would like it known and understood that they do not produce any acid forming
materials for which the DRMS Hard Rock, Metal and Designated Mining Operations rules
appear to have been originally intended to manage. Additionally, the material that NSI
solution mines, and apparently what the DRMS is considering as "toxic", is sodium
bicarbonate (baking soda), a substance that commonly occurs in baked goods and
toothpaste. Research into the toxicity of baking soda yielded no practical findings.
A check for $5,692.00 is enclosed to cover the outstanding amendment application fee
brought about by the DMO status change to NSI's previously submitted Amendment 03.
We wish this letter to also serve as notification, per rule 7.2.3(2)(c), that Natural Soda and
Daub and Associates, Inc. requests additional time to prepare an Environmental
Protection Plan (EPP). This request is made in light of the fact that the spring through fall
seasons tend to be devoted to a significant amount of field work and consume available
man-hours. We anticipate completion and delivery of the EPP on or before March 7,
2012.
