o Harassment of livestock and wildlife is prohibited. If stock is in the project area, <br />extra precautions must be taken by the operator and their contractors to ensure <br />that stock are not pushed out of the currently occupied grazing unit. <br />o The Operator will be held responsible for all damage to fences, cattle guards, <br />resource improvements, roads, and other structures on NFS lands that result <br />from their operations. The Forest Service must be notified of damages as soon <br />as possible. <br />In order to reduce new noxious weed introduction from heavy equipment and construction <br />equipment, the following should be applied to the project: <br />o All heavy equipment and drilling equipment will be washed, and free of mud, <br />debris, etc, prior to entering NFS lands. <br />To reduce the risk of wildlife, livestock, and /or humans entering the reserve /mud pits, the <br />following should be applied: <br />o Reserve /mud pits will be enclosed by a construction -type or barbed -wire fence, <br />or other type of barricade approved by the Forest Service, until they are dry. <br />Proposed activities may require the cutting of merchantable timber. Therefore the follow <br />condition should be applied to the project: <br />o If merchantable timber is to be removed for constructing drill pads and roads, a <br />timber contact is required to ensure that tree removal follows USFS timber <br />management practices. <br />To reduce the chances of hunter /drilling conflicts: <br />o Drilling and construction equipment (except for personnel conveyance) will not <br />be mobilized on or off the project area during the two days prior, on opening <br />day, or on weekends during muzzleloader and the first two rifle hunting <br />seasons, unless otherwise allowed by the District Ranger. <br />d. Inventoried Roadless Area <br />The proposed methane drainage wells and temporary access roads are in the Springhouse Park <br />IRA. As such, the GMUG followed direction in the Secretary's (of Agriculture) Memorandum <br />1042 -154 which requires department -level review of projects in IRAs. As a result of this review, <br />the GMUG was instructed to consider methods, including not constructing roads, to minimize <br />entry into the Springhouse Creek IRA. <br />Oxbow's permit revision application included the need for temporary, light use roads to <br />construct, drill and maintain methane drainage wells. The methane drainage wells are needed <br />to vent methane from the underground mine so that MSHA safety standards can be met. The <br />need for wells are part of the mine's MSHA- approved ventilation plan. To satisfy MSHA <br />requirements, the wells must be placed at specified distances along a longwall panel, in this case <br />
