AIR RESOURCE PROTECTION—Rule 4.17:
There was no odor of smoldering coal coming from the west side portal area.There also was no problem
with fugitive dust since most of the disturbed area has been revegetated.

The sediment pond had standing water in it,probably from recent snowmelt.The water level was about
one foot below the invert of the primary discharge pipe.The gate on the primary discharge pipe was closed.The
outlet of the primary pipe and the riprapped open channel spillway were clear of any blockages.The pond
embankment was stable.
The hillside spring water treatment pond was discharging at about 10 gpm. The discharge was orange colored,
which has been found to be in compliance with water quality standards.Tamarisk was growing along the water's
edge,however,and needs to be removed.
The riverside berm was in place and had sufficient capacity.There were no problems with the two alluvial wells.
The caps were on both well pvc pipes.The collection ditch leading into the sediment pond had sufficient capacity.
The hillside spring was flowing properly through its constructed ditch and culvert into the hillside spring water
treatment pond.
