DATE: June 5, 2009 <br />TO: Kate Pickford <br />FROM: Allen Sorenson <br />RE: Review of Access Road Construction, Wildcat Mining Corporation, Idaho Mill, <br />Amendment AM-01, File No. M-2006-069 <br />The Division of Reclamation, Mining, and Safety (DRMS) engineering staff has reviewed the information on <br />the new access road contained in the Idaho Mill permit application file and inspected the road on May 15, <br />2009. DRMS has determined that a number of issues must be addressed before the road can be included as <br />an approved component of the proposed mining and reclamation plans. <br />Evaluation Criteria <br />Roads must meet the performance standards of Rule 3 of the Mineral Rules and Regulations of the Colorado <br />Mined Land Reclamation Board, as follows. <br />1. Earth fill must be adequately compacted for stability. <br />2. All grading shall be done in a manner to control erosion and siltation of the affected lands, to protect <br />areas outside the affected land from slides and other damage. <br />3. Disturbances to the prevailing hydrologic balance of the affected land and of the surrounding area <br />and to the quantity or quality of water in surface and groundwater systems both during and after the <br />mining operation and during reclamation shall be minimized by measures, including, but not limited <br />to compliance with applicable federal and Colorado dredge and fill requirements. <br />4. All surface areas of the affected land shall be stabilized and protected so as to effectively control <br />erosion. <br />Inspection Observations <br />Stationed drawings of the new access road are provided in the permit application amendment AM-01. The <br />road reach from approximately station 1+50 to 2+00 is in out (note: the stations were not marked in the <br />field). The out banks on either side of the road in this reach are in sand and gravel with cobble and are near <br />vertical, ranging more than ten feet in height. From approximately 4+10 to 5+00, the road is cut and fill. <br />The fill slope is steep and the toe of the fill is partly in a natural pond. From approximately 4+90 to 5+30, <br />the road is cribbed fill over a gulch with a culvert at the base.
