Preliminary Adequacy Issues for CN-01 14 <br />May Day Idaho Mine Complex <br />detailed maps, please utilize lower altitude photos of recent dates, which do not require <br />significant enlargement. <br />9. The contour lines on Figures F-1 through F-5 attempt to detail the pre-mining and <br />reclamation topography at five foot contour interval. The pre-mining contour lines <br />appear to approximate the native topography before mining commenced in this historic <br />mining district. The contour lines do not reflect the current topography of affected <br />lands. The post-mining contour lines follow the pre-mining contours with minor <br />deviation. Therefore, the post-mining contour lines indicate that affected lands will be <br />backfilled and graded to approximate original contour, to the native topography prior to <br />commencement of historic mining. The reclamation maps indicate extensive backfilling <br />and grading of all affected lands, including the proposed drill pads and drill pad access <br />roads. The reclamation maps conflict with the text of the proposed reclamation plan. <br />Please ensure the maps support and clarify the text. Please revise the maps to reflect <br />the current and post-mining topography of affected lands. <br />10. As noted above, on Figures F-1 through F-5, affected lands are illustrated as large <br />colored polygons. The color fill obscures details that might otherwise be visible. Please <br />eliminate the unnecessary color fills. <br />11. The application includes approximately 24 maps, yet the majority of the existing and <br />proposed mine features are not shown. Figure T-4a, submitted with the Stormwater <br />Management Plan, provides some detail but does not comply with the basic map <br />requirements of Rule 6.2.1(2) and is not acceptable. Please correctly locate the major <br />mine features, including but not limited to, all underground openings, mine benches, <br />material stockpile areas, the proposed mill facility, and the water storage containers and <br />the Zircon containers utilized to support the mining and milling operation. Please <br />submit detailed maps, which are compliant with the basic map requirements of Rule <br />6.2.1(2), and clearly delineate and label the existing and proposed mine features. <br />12. Please submit a surface map which identifies the glory hole, associated with the May <br />Day 1 workings, and other pre-permit mine features associated with the historic May <br />Day and Idaho mines. <br />13. Please submit underground mine map(s), labeling all locations proposed for <br />underground disposal of waste rock and mill tailings. <br />Exhibit D - Mining Plan, Rule 6.4.4 <br />14. Pursuant to paragraph (3)(b) of the Joint Stipulation, ground and surface water quality <br />data required under Rules 6.4.20(9) and (11) shall be collected subsequent to permit <br />issuance. The parties agreed that mining may not commence until the Applicant <br />submits appropriate and adequate hydrologic information to the Division and the <br />Division approves the information as a permit modification. Paragraph (3)(b) of the <br />Joint Stipulation clarifies that limited mining activities, which will not affect surface or <br />ground water quality, may occur subject to the Division's approval.
