Exhibit C to the permit application contains lists of storm water controls that might be installed at <br />the road; the Work Plan must include details and illustrations of each storm water control to be <br />installed, and where. The Work Plan must also include a contour map outlining the drainage basin <br />contributing runoff to the road so that DRMS can fully evaluate the ditch and culvert performance <br />calculations included in the permit application. <br />Unrelated to the required Work Plan, DNM notes the following. Exhibit C, at section 1(e) states that <br />construction of the road commenced in 2009. This is incorrect; the primary construction work <br />occurred in 2008. In a May 17, 2010 memo, DBMS required that storm water controls for the road be <br />repaired/replaced prior to geotechnical reconnaissance work; DBMS reiterated this requirement in <br />emails to Wildcat representatives on May 18 and 19, 2010, and in one of those emails provided a list of <br />storm water control repair tasks to be complete prior to the deployment of the geotechnical <br />reconnaissance team. On June 3, 2010, DRMS inspectors observed that the required work had not <br />been done.
