PERMIT #: M-1978-065 <br />INSPECTOR'S INITIALS: RCO <br />INSPECTION DATE: March 1, 2011 <br />OBSERVATIONS <br />This was a routine inspection performed by the Division as part of its monitoring of Construction Materials 110 <br />permits. Patrick Sullivan of Rio Grande County Road and Bridge, representing the operator, was present <br />throughout the inspection. There was no snow cover and the ground was dry. The site was not active on the <br />day of the inspection. <br />Availability Of Records: <br />The operator is doing well keeping the annual reports current. The operator is reminded to include all the <br />various onsite activities in the reports, even if the activities are minimal. <br />Backfilling and Grading: <br />The pit slopes are stable, though some of them are steeper than the final reclamation gradient. Some final <br />grading could be performed, such as on the east wall of the pit, since it is in its final location. <br />General Compliance With Mine Plan: <br />The operator is in compliance with the approved plan and is minimizing the size of disturbance by keeping the <br />pit limited and orderly. There was no equipment onsite during the inspection, and no fuel or contaminants <br />stored there. <br />The operator expressed interest in importing various materials to the site, either for later road and bridge use <br />offsite or for reclamation purposes onsite. This would require a technical revision to the permit, and should <br />include information described in Construction Materials Rule 3.1.5(9). Please contact this office to discuss this <br />revision if it is needed. <br />Revegetation: <br />The operator is monitoring and treating for noxious weeds. Disturbed areas should be seeded, sooner rather <br />than later, to protect them from erosion and to move closer to adequate final reclamation. Many portions of <br />the pit slopes have existed as slopes for several years, and now contain desirable vegetation species, possibly <br />by natural encroachment. <br />Signs and Markers: <br />The required permit ID sign was posted at the locked entrance gate. All permit boundaries were adequately <br />marked and all activities were inside the boundary. <br />Topsoil: <br />Topsoil has been salvaged for reclamation. Wherever there are areas ready for reclamation, the operator is <br />encouraged to replace topsoil and seed it, since adequate reclamation may take several years to attain. There <br />were no areas exhibiting serious erosion, but the operator should monitor for such. <br />Page 2 of 3
