PERMIT #: M-1987-020 <br />INSPECTOR'S INITIALS: RCO <br />INSPECTION DATE: March 1, 2011 <br />OBSERVATIONS <br />This was a routine inspection performed by the Division as part of its monitoring of Construction Materials 110 <br />permits. Patrick Sullivan of Rio Grande County Road and Bridge, representing the operator, was present <br />throughout the inspection. There was no snow cover and the site was dry. The site was not active on the day <br />of the inspection. <br />Availability Of Records: <br />The operator is current with annual reports, which are kept updated to reflect current conditions and <br />anticipated activities. The operator is reminded that all excavation, processing and stockpiled material <br />removal, as well as weed control and reclamation activities, should be noted in the annual reports. <br />Backfilling and Grading: <br />The pit floor is generally level, with some product stockpiles on it. Most of the pit sideslopes are graded to <br />nearly 3:1, and are considered stable, if not in their final configuration, at this time. <br />Hydrologic Balance: <br />This pit also serves as a seasonal recharge pit for nearby irrigators. Intermittent water in the pit is not <br />considered groundwater, and is approved under this permit. <br />General Compliance With Mine Plan: <br />Mining is progressing along the southern edge of the pit. The site is kept neat and orderly, and is free of <br />debris and contaminants. The stockpiles in the pit exhibit high water marks of seasonal recharge water <br />impoundment. There is no earthmoving or processing equipment, and no hydrocarbons stored onsite. <br />Reclamation Success: <br />Besides the nicely graded pit slopes, there is little to no final reclamation performed to date. <br />Revegetation: <br />No revegetation from seeding activities is apparent at this time. The pit floor, which is underwater at times, <br />exhibits many willow thickets. The pit floor will not be revegetated by the operator, due to recharge water. <br />There are no noxious weed areas on the site. The operator arranges for the local weed control district to <br />inspect and, if necessary, treat noxious weeds regularly. <br />Sediment Control: <br />No sediment leaves the site, as all runoff reports to the pit floor. No erosion is apparent on the pit slopes. <br />Signs and Markers: <br />The site was identified by the required ID sign and boundaries are well marked. No activities have occurred <br />outside of the permit boundaries. <br />Topsoil: <br />There was a large stockpile of topsoil (+/-10,000 cu yds) up on the southern unmined area of the permit. This <br />was stripped from the mined areas prior to mining, but it is not being stockpiled for later use in reclamation. It <br />is approved for mixing with the processed aggregate to create a useful road base product. <br />Page 2 of 4
