Roy Karo of Seneca Coal Company was present for a portion of the site inspection,and <br /> Dennis Jones of Seneca Coal Company was present during the records inspection. The mine was inspected in <br /> conjunction with the Seneca IIW mine, alternating between the two sites with weather conditions and the <br /> availability of mine personnel. Weather conditions were clear and sunny,but the site was still under <br /> approximately 3' of snow. Many areas of the mine were inaccessible. <br /> AVAILABILITY OF RECORDS—Rule 5.02.4(1): <br /> Records were inspected at the mine business office. All required records were available; documentation is <br /> attached. <br /> HYDROLOGIC BALANCE -Rule 4.0511[]Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6; Discharge Structures 4.05.7, 4.05.10;Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water <br /> Monitoring 4.05.13; Surface Water Monitoring 4.05.13;Drainage—Acid and Toxic Materials 4.05.8; <br /> Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Ponds 012,013, and 014 were inspected March 14, 2011, and Pond 011 was inspected March 15, 2011. <br /> All of the ponds were covered with 34' of snow,and Ponds 012 and 013 were discharging clear water. <br /> Embankments appeared to be stable. Pond 010 was inaccessible due to snow cover on Haul Road A. <br /> ROADS—Rule 4.03❑❑Construction 4.03.1(3)14.03.2(3)❑El Drainage 4.03.1(4)14.03.2(4)1111 Surfacing and <br /> Maintenance4.03.1(5) and(6)/4.03.2(5)and(6)❑❑Reclamation 4.03.1(7)14.03.2(7): <br /> None of the roads within the permit area had been plowed; all were under 3' of snow. <br /> SLIDES and DAMAGE -Rule 4.12: <br /> The slope on the north side of Pond 012 (south facing)was bare. There are new scarps at the base of the <br /> regraded slide area that will need to be monitored for additional instability.
