PERMIT #: M-1983-208 <br />INSPECTOR'S INITIALS: GRM <br />INSPECTION DATE: March 2, 2011 <br />OBSERVATIONS <br />This inspection was conducted as part of the normal monitoring program of the Colorado Division of <br />Reclamation, Mining, and Safety (Division). Division inspector Russ Means was accompanied by Montrose <br />County representative Norm David. The Shavano Pit is a 112c permitted pit located southwest of Montrose <br />off Highway 90. <br />The mine identification sign and affected area boundary markers are in place and in compliance with Rule <br />3.1.12. The sign is located at the gate to the site entrance. Permit boundaries are marked by t-posts, fence <br />lines, and easily identifiable features. <br />Topsoil is stockpiled along the southern edge in berms. Vegetative cover is minimal but holding. No signs of <br />erosion or sedimentation are noted. <br />Several stockpiles of processed material are noted on the pit floor. No machinery or other equipment was <br />observed in the pit area at this time. No highwalls were observed as most worked areas have 2:1 slopes or <br />better. Some imported materials were noted. Recyclable asphalt is being stacked in a designated area as is <br />reworked material. Some other fill dirt has been brought in. In general the material is clean. However some <br />PVC pipe was observed in the fill. While not a problem currently, it is highly recommended that the County <br />pick the plastic out of the fill as it could impact reclamation efforts later. <br />An area in the northeast portion of the permitted area is designated for equipment and materials. The <br />inspector noted several pieces of equipment, culverts, very large trees stumps, and other materials. While the <br />area has a very diverse mix of use, it is neatly kept. The operator's representative noted the site was used as a <br />storage yard by the county and its final land use was to be commercial / industrial. A review of the post mine <br />land use noted in the permit is rangeland. While the current use of the site as storage creates no issue, the <br />inspector cautions that unless the post mine land use is changed final reclamation requires the area to be <br />rangeland. <br />Stormwater controls appear to be adequate.
