PERMIT #: M-2011-005 <br />INSPECTOR'S INITIALS: GRM <br />INSPECTION DATE: March 2, 2011 <br />OBSERVATIONS <br />This inspection was conducted as part of the normal permit application process of the Colorado Division of <br />Reclamation, Mining, and Safety (Division). Division inspector Russ Means was accompanied by Montrose <br />County representative Norm David and consultant Dan Quigley. The Donely Rock Quarry is a 112c permit <br />application site located southwest of Montrose off County Road 90. <br />The required public notice per Rule 1.6.2(b) was observed at the access point on a fence post just off the main <br />road. The access road is fairly new and unimproved. The road is used by the property owner to access private <br />lands and will be used by the operator as well. No major improvements to the road are anticipated other thar <br />occasional grading. <br />The permit area is currently marked by visible survey markers that coincide with points identified on the <br />submitted maps. The permitee will be marking permit boundaries with t-posts to ensure no off-site <br />disturbances occur. <br />The area is typical pinyon - juniper rangeland with an understory of sage and native grasses. Total cover <br />averages 90 percent. The post mine land use is to return the area back to rangeland grasses. Topsoil is <br />minimal and appears to range from 0 to 3 inches. <br />The area is remote and surrounded by BLM administered lands. No structures or utilities are observed within <br />the immediate area. Across the canyon approximately 2+ miles are some buildings. This is important in that <br />blasting is possible at a future date. Discussions note that the use of the pit will be very limited. The first <br />stage is to pick rocks for rip-rap projects. Any blasting will be done on an infrequent basis and the amounts <br />will be minimal. A very large canyon and finger mesa are between the site and structures so vibration and <br />impacts are highly improbable. <br />The area is very flat and tends to slope back to the north away from the canyon edge. No major drainages are <br />within the immediate proposed permit area. Stormwater controls will be focused on controlling precipitation <br />that falls onto the area with no off site on flow controls being necessary. <br />Since this is a county site no reclamation liability estimate is required. <br />No issues or problems are noted at this time. <br />Responses to this inspection report should be directed to Russ Means at the Division of Reclamation, Mining, <br />and Safety, Grand Junction Field Office, 101 South 3rd Street, Room 301, Grand Junction, Colorado 81501, <br />phone no. 970-241-1117. <br />Page 2 of 7
