Compliance With Mine Plan N - Support Facilities Not On-site <br /> R -Other N - Special Categories Of Mining <br /> R -Processing Waste N -Topsoil <br /> COMMENTS <br /> This was an aerial inspection of the Deserado Mine conducted by Jim Stark of the Colorado Division of <br /> Reclamation,Mining and Safety. The photographs were taken on 22 February 2011 by Harry Ranney of the <br /> Division. The mine is actively producing and shipping coal and hauling processing refuse to the refuse piles. <br /> The weather was clear and there was snow on the ground. <br /> HYDROLOGIC BALANCE -Rule 4.05 Drainage Control 4.05.1,4.05.2, 4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6; Discharge Structures 4.05.7,4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br /> Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; <br /> Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> -Pond DP-1 contained water but did not appear to be discharging at the time of the inspection(based on the look <br /> of the receiving stream, Scullion Gulch). The surface of the pond was covered with ice and snow. The inslope of <br /> the pond embankment was covered with snow,while the outslope was dry. The pond embankment appeared to be <br /> well vegetated and stable and no erosional problems were noted. <br /> -Pond RP-2/3 was completely covered with snow at the time of the inspection. It did not appear as though there <br /> was any water in the pond. The pond embankment appeared to be stable and no erosional problems were noted. <br /> -Pond 4 was covered with snow at the time of the inspection. There did not appear to be any water in the pond. <br /> The pond embankment appeared to be stable and no erosional problems were noted. <br /> -Pond PP-2 contained water at the time of the inspection and was not discharging. This pond is a recycle pond for <br /> the processing plant. The pond embankment appeared to be stable and no erosional problems were noted. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 Drainage Control; Surface <br /> Stabilization; Placement: <br /> -Deserado was hauling refuse to the RP-5a refuse pile and stockpiling it on the southwest edge. This refuse will <br /> be stockpiled until the summer when it is warm and dry enough to be adequately spread and compacted. The pile <br /> appeared to be stable at the time of the inspection. there was a small amount of water visible on the surface of the <br /> pile from the melting snow. This water does not appear to be a problem at this time. <br /> -Deserado does not generally use refuse pile RP-2/3/4 during the winter. They were, however,dumping some <br /> Number of Partial Inspection this Fiscal Year: 7 <br /> Number of Complete Inspections this Fiscal Year: 2 <br /> Page 2 of 7 <br />
