Notice of Proposed Decision
The Colorado Division of Reclamation, Mining and Safety has issued a proposed decision to Partially
approve Bond Release Application No. 4 (SL-4) for the Carbon Junction Mine, Permit No. C-1992-080.
The mine is operated by Oakridge Energy, Inc. under the provisions of the Colorado Surface Coal Mining
Reclamation Act of 1979. The affected area is located in La Plata County, approximately 2 miles
southeast of Durango, Colorado. The bond release application was submitted by Oakridge Energy, Inc. on
July 30, 2008. The application requested Phases I and II bond release for equipment removal, backfilling,
regrading, drainage re-establishment, topsoil replacement, and revegetation on approximately 15.31 acres
of disturbed land in the mining and reclamation permit area. The application also requested Phase III
(final) bond release for the Phases I and II release area and an additional approximate 30 acres that had
previously received Phase I bond release. The Division proposes to approve the Phases I and II bond
release request, and proposes to deny the Phase III request.
Copies of the proposed decision are available for review at the Colorado Division of Reclamation, Mining
and Safety office, 1313 Sherman Street, Room 215, Denver, Colorado 80203, and at the office of the La
Plata County Clerk and Recorder.
Any person who has an interest which is or may be adversely affected may request an adjudicatory
hearing regarding this proposed decision. Requests for a hearing must be made in writing within thirty
(30) days of the first publication of this notice, and shall state with reasonable specificity the reasons for
the request and objections to the proposed decision.
