Photos were taken by Harry Ranney on February 22, 2011. Weather <br /> was clear, but there is a light snow cover on the hillslopes and shaded areas. <br /> EXCESS SPOIL and DEVELOPMENT WASTE—Rule 4.09 <br /> ❑Placement; Drainage Control; Surface Stabilization: <br /> There was no activity observed on the II West Coal Refuse Facility, several snow covered loads of refuse are on <br /> the pile to be graded and compacted when the piles dry out. A large pile of what appears to be black PVC pipe is <br /> stacked on the upper road between the If West and West Valley refuse piles. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> i7Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Impoundments 4.05.6,4.05.9; <br /> Stream Buffer Zones 4.05.18: <br /> Pond A,B, and D appear to be mostly frozen and snow covered. <br /> GENERAL MINE PLAN COMPLANCE: <br /> Little activity is observed in the photos. The eastern extent of the photos is the Sanborn Creek fan site and the <br /> western extent is the western boundary of the II West refuse pile. A dozer is working on the coal stock pile,but no <br /> other equipment was observed. Site appears to be well organized. <br /> ROADS—Rule 4.03❑❑Construction 4.03.1(3)/4.03.2(3)C ❑Drainage 4.03.1(4)/4.03.2(4)E❑Surfacing and <br /> Maintenance4.03.1(5)and(6)/4.03.2(5) and(6)❑❑Reclamation 4.03.1(7)/4.03.2(7): <br /> Roads are clear of snow,appear damp, and muddy in a few spots. No problems are observed on the photos. <br /> SLIDES and DAMAGE -Rule 4.12: <br /> A slide was reported by the mine on the eastern entrance road.
