The following questions resulted after review of permit text and Exhibit <br />19(16) Protection of the Hydrologic Balance - Bates Portals and subsoil pile <br />#2. <br />The Division believes that hydrology and sedimentology modeling is <br />not necessary for the area proposed for the topsoil stockpile #3 and <br />subsoil stockpile #2. This area was previously included in storm <br />runoff modeling as reporting to Pond 7. The area was previously <br />identified as disturbed (SW coal stockpile area). Although the area <br />has been reclaimed and is proposed to be re-disturbed, pond 7 <br />modeling already assumes this area as a disturbed area. Additional <br />modeling does not seem necessary. <br />In Exhibit 19(16), engineer certification page EXH. 19(16)-1, Notes for <br />Calculations, item #1 refers to a spreadsheet calculation on "pages 2- <br />4 and 22-24" of the runoff volume for the 10-year storm event. No <br />such pages were found in the revised materials. Also, no map <br />depicting the area modeled was found with the revised materials. <br />Figure 2F is mentioned under #4 of the Notes for Calculations but is <br />un-useable at the scale provided on permit page 2.05-10e. Please <br />provide a map that can be used with the SEDCAD modeling and <br />submit the missing spreadsheets as described. <br />Regarding the previous question, currently approved Map 13A details <br />the ditches and culverts in the vicinity of the coal silos and the <br />proposed disturbance of the Bates Portals. The Division prefers that <br />this approved map be revised to show the proposed drainage control <br />plan for this area. Please revise Map 13a, permit text, and the <br />ditch and culvert tables to propose changes to the existing <br />drainage plan in this area. <br />7. In the surface facilities list on page 2.05-6a, please add the word - <br />"portable" to the truck scale, as the facility will not be bonded for <br />reclamation because it is portable. <br />8. In the second paragraph on page Exhibit 28, page 158, please correct the <br />map reference to read "Map 11, Sheet 2, East Portal Utilities..." and <br />add a reference to Map 12 when referring to the West Portal facilities <br />discussed in the same paragraph. This is important since many times, <br />the cost estimate is reviewed by staff and other parties not familiar with the <br />site.
