Additional pipeline wall thickness has been added to this section of the reclaim pipeline to increase the <br />pressure rating and increase the design safety factor as well. <br />CMC's design also includes sensors at the pump station that are equipped with an alarm so that the pumps <br />can be shut off if a sudden loss of pressure occurs (indicating a leak). The design of the pipeline section <br />below Robinson Dam Spillway also includes a perforated drain pipe that will parallel the reclaim pipeline <br />and report to the pump station sump as a leak detection system. <br />There is a short section of this section of pipeline, approximately 200 feet long, that runs beside and <br />crosses under the Robinson Dam Spillway. Although very unlikely, a pipeline rupture in this section that <br />reaches the ground surface would flow into the spillway channel and directly into Eagle Park Reservoir. <br />A small leak in this section, however, would be contained within the subsurface gravel around the <br />pipeline and would report to the Robinson Lake seepage collection system. <br />As with Item I discussed above, although no impacts are expected to Eagle Park Reservoir, CMC will <br />examine the hydrologic conditions in the area of concern and will incorporate into the refined <br />Groundwater Monitoring Program submittal to DRMS any additional monitoring measures deemed <br />necessary by CMC to provide further protection of surface water. <br />3. Chalk Mountain Interceptor Ditch: The Reservoir Company and the Eagle Entities have <br />expressed concern that activities proposed in the AM-06 application will affect the location, quality and <br />quantity of water in the Chalk Mountain Interceptor Ditch. <br />CMC Response: The proposed activities will not affect the location, water quality or quantity of water in <br />the Chalk Mountain Interceptor Ditch. Chalk Mountain Ditch will remain in its existing location and no <br />diversions or modifications of the landscape above the ditch are contemplated. <br />Although the Reservoir Company and the Eagle Entities have been in discussions to resolve the concerns <br />raised in the July 8, 2010 letters, the Reservoir Company and the Eagle Entities have not withdrawn their <br />requests for party status in the AM-06 permit amendment process. Therefore, although CMC believes the <br />issues raised by the Reservoir Company and the Eagle Entities are properly addressed under the 1998 <br />agreement and outside of this permitting process, CMC provides the above responses to the parties' July <br />8, 2010 letters in preparation for a formal hearing before DRMS regarding the AM-06 permit amendment <br />application. <br />Sincerely, <br />Raymond Lazuk <br />Environmental Manager
