PERMIT #: M-2010-071 <br />INSPECTOR'S INITIALS: MAC <br />INSPECTION DATE: February 24, 2011 <br />OBSERVATIONS <br />The inspection was conducted by Michael Cunningham of the Division of Reclamation, Mining and Safety <br />(Division). Aaron Asquith of McLaughlin Water Engineers Ltd. and Brad Dallam of the City of Lafayette were <br />also present for the inspection. The Goose Haven Reservoir #2 is located two miles north of the City of <br />Lafayette on the west side of U.S. Highway 287. The proposed permit boundary is 232 acres and the proposed <br />post-mining land use is developed water resource. <br />This pre-operational inspection was conducted as part of the Division's regular monitoring program. The <br />Division received the 112 Construction Materials Reclamation Permit Application on October 22, 2010 and it <br />was called complete for review on December 14, 2010. The permit is currently under review and the decision <br />date for this application is March 14, 2011. Notices of the proposed mining operation were posted at the site <br />entrance in accordance with Construction Materials Rule 1.6.2(1)(b). <br />The proposed site contains two lined reservoirs, which are owned and operated by the City of Lafayette. The <br />reservoirs were mined under a 112 Construction Materials Reclamation Permit (M-1985-158). The former site <br />was released from reclamation responsibility on December 7, 2010. A third reservoir will be created in the <br />irrigated field to the south and west of the existing reservoirs. The reservoir will range in depth from six to fifty <br />five feet below the ground surface and will have a surface area of 35.4 acres. Prior to excavation, a slurry wall <br />will be constructed to isolate the reservoir from the surrounding alluvial aquifer. The Applicant has provided <br />the Division with a Conceptual Slurry Wall Construction Plan and committed to submitting detailed designs in <br />the form of a Technical Revision at a later date. Construction of the slurry wall may not begin until the Division <br />has received and approved the Technical Revision. The Applicant has conducted a groundwater investigation <br />at the site and has determined there will be impacts to the hydrologic balance as a result of constructing the <br />slurry wall. The Applicant has committed to installing a subsurface drain around the south and east sides of <br />the reservoir to prevent a rise in groundwater that may potentially impact a residential structure located <br />within two hundred feet from the southeast corner of the reservoir. Following the construction of the slurry <br />wall, the site will be dry-mined in three phases. Reclamation of the site will be concurrent with mining. <br />Many structures are located within 200 feet of the affected area including: residential structures, power lines, <br />a center pivot irrigation pump and holding pond, buried irrigation pipelines, irrigation ditches and fences. All <br />of the structures have been accounted for in the permit application. <br />Based on this inspection, no observations were made that would restrict the approval of this application.
