PERMIT #: M-1979-002 <br />INSPECTOR'S INITIALS: THM <br />INSPECTION DATE: February 14, 2011 <br />OBSERVATIONS <br />This inspection was conducted as part of the normal monitoring program established by the Colorado Division <br />of Reclamation, Mining and Safety (Division). The North Delta Pit is located 1.5 miles North of Delta, <br />Colorado off of H38 Road. The site is a 112c operation that is currently in Temporary Cessation status with the <br />option to start mining in the future. Potential buyers of the property Mr. and Mrs. Stallard accompanied the <br />inspector during the inspection. <br />The mine identification sign was located at the main entrance but permit boundary markers were not identified <br />durin the he inspection Per Rule 3.1.12(2), the boundaries of the affected area shall be marked by monuments of <br />other markers that are clearly visible and adequate to delineate such boundaries. Please submit photo- <br />documentation that demonstrates proper placement of the required boundary markers no later than March 25, <br />2011. <br />No evidence of recent mining activity was observed during the inspection. A scale house was observed at the <br />main entrance to the operation. Various stockpiles were observed throughout the permit area. No evidence of <br />recent mining activity was observed during the inspection. A beekeeper was noted near the east/center of the <br />permit area. A vandalized camper was observed in the north central section of the permit area. Several 40 <br />gallon barrels were observed near the east boundary of the permit area, this is not seen as a problem due to them <br />being empty. The slopes around the pond appeared to be steeper than the required 3H:1 V. The slopes lacked <br />adequate topsoil, the reclamation plan calls for a minimum of six inches of topsoil. A variety of noxious weeds <br />were observed during the inspection including: Russian olive, Russian thistle and tamarisk. The weed <br />management plan was revised in 2005 therefore this is not seen as a problem at this time. The weeds observed <br />have been photographed and this inspection report will be used as a tool to monitor the success of the weed <br />management plan during future inspections. <br />In an effort to ensure that the financial warranty remains adequate to reclaim the site per the requirements of the <br />approved reclamation plan, DRMS has updated the reclamation cost estimate (copy enclosed). Therefore <br />pursuant to Sections 34-32.5-117(4) of the Colorado Land Reclamation Act, adequate financial warranty must <br />be submitted to the DRMS within 60 days of the mailing date of this report. Please review the enclosed figures <br />as soon as possible and contact our office if any calculation errors are noted. <br />The permit was approved for temporary cessation on August 30, 2005 with a retroactive start date of 2002 and <br />the temporary cessation status ended in 2007. A second notification of temporary cessation is required/overdue <br />from the operator and is seen as a problem. In order to correct the problem Lafarge is required to file a request <br />for the second term of temporary cessation or begin reclaiming the site within 60 days from the mailing date of <br />this inspection report. <br />If you need more information regarding this inspection report please contact Travis Marshall in the DRMS <br />Grand Junction Field Office at (970) 241-2042. <br />Page 2 of 8
