Please update Section 2.05.6 with an appropriate groundwater parameter list for <br />laboratory analyses. <br />90. The surface water monitoring plan proposed in PR -2 does not match the currently approved <br />surface water monitoring plan. On revised permit text page 2.05 -63, it is stated that the surface <br />water monitoring stations SW -1, SW -4 and SW -8 are to be sampled quarterly for field <br />parameters and semi - annually for the full suite parameters. However, as stated on approved <br />permit text page 4 -20, SW -1 and SW -8 are to be sampled quarterly for the full suite analyses <br />and for flow. Concerning SW -4, however, it is not clear to the Division if SW -4 is currently <br />part of the McClane Mine monitoring program. <br />As also stated on page 4 -20, SW -2 and SW -5 are to be sampled twice a year for the full suite <br />parameters, one time during spring snow melt and one time during a storm event in the spring <br />or summer. Flow is to be measured at SW -2 in addition at SW -1 and SW -8. <br />Please justify the change in the surface water monitoring program or revise the PR -2 submittal <br />to conform to the currently approved monitoring program. The Division also requests that flow <br />be added to Tables 1 and 2 on revised pages 2.0564 and 65. <br />91. On revised page 2.05 -66, it is stated that water monitoring results will be submitted to the <br />Division annually. However, the currently approved submittal process, as stated on permit <br />application page 4 -20, states that the quarterly sampling results will be submitted to the <br />Division within one month of the end of the quarter. Please either justify this change or revise <br />the permit text to conform to the currently approved plan. Also, please include the timing of the <br />submittal of the discharge monitoring reports in the permit text discussion. <br />92. In Appendix M, the Sedcad hydrology designs use 2.4 inches for the 100 year -24 hour <br />precipitation event. However, it appears from the NOAA Atlas 2, Volume III that the.value <br />should be 2.6 inches. Please explain the use of 2.4 inches or provide revised hydrology designs <br />for those structures using the 100 year -24 hour precipitation event. <br />93. Please provide the Subwatershed Hydrology Detail design sheets and the Structure Summary <br />design sheets for the 100 year -24 hour precipitation event Sedcad run for the operational <br />configuration and the 10 year and 100 year precipitation event Sedcad runs for the reclaimed <br />configuration. <br />94. What is the reclamation plan for the existing sediment pond before it becomes the topsoil <br />storage area as proposed in PR -2. Please provide a discussion in the permit text that describes <br />the method for reclaiming the current sediment pond, including what will be done with the <br />pond cleanings. <br />95. It appears that page 35 of Appendix M should actually be numbered page 31. If this is correct, <br />please revise Appendix M accordingly. <br />
