The 112d permit is much more suitable than the <br />110(2) permit to address the extent, interrelatedness, and complexity of the proposed May Day <br />and Idaho Mines. <br />The project has two primary challenges of significant concern to the County and to which we <br />hope that the Mined Land Reclamation Board (Board) will pay close attention. The first is the <br />proposed private access road. The second is handling and monitoring of mine waste materials <br />and chemicals. <br />Access Road <br />Access Road West ofLa Plata River <br />The stability of the proposed private access road on the west side of the La Plata River is <br />of primary concern. The access road is located between a rock outcrop and wetlands of <br />the La Plata River. It was constructed without a permit and is currently failing and <br />eroding toward the wetlands. <br />The project application bases its road design on 2008 Plans associated with the failed <br />condition of the road. It supplements these Plans with a 2010 Work Plan to improve the <br />road. The 2008 Plans and 2010 Work Plan, however, do not provide a clear picture of the <br />final configuration and construction of the road.
