As <br />residence of La Plata Canyon we feel that this company is not fit for mining or milling in <br />a historic district. Wildcat Mining Corporation has spent several years being deceitful to <br />our county and state, as well as the neighbors in which the mine is surrounded. Wildcat <br />Mining Corporation has illegally built several structures, including their mill, they <br />illegally blasted a mine portal, and built an unnecessary access road, all before obtaining <br />proper permits. Now they are able to revise their permit to include changes to the land <br />they made illegally, this is not right. <br />The permit upgrade to the 112d permit is unacceptable. There are incomplete <br />items, items of hearsay, and assumptions which should be cleared up before approval is <br />ever granted. These are simply further examples of why Wildcat Mining Corp. is <br />unprepared to undertake such detrimental tasks. <br />The following are specific comments regarding our objections to the I I2d permit- <br />Water Right Issues: Page 61 claims a water right through projected water <br />sources-6.4.7(4)- this correlates to attachment G-2, page 76, an outdated form <br />relating to the old 110 permit. This form should be voided as it correlates directly <br />to a plan that has changed. The augmentation pond is now very different from the <br />approved plan, and thusly so should the assumed water right. Also, this permit <br />runs out in 2013 and should be brought up to date with the new plan prior to any <br />approval. <br />• Discharge Permit not yet in place-6.4.7(5)- must be prior to approval. <br />• Where will the 2.8ac.ft/year of contaminated mill water go? There is no mention <br />as to where it will be discharged. Additionally, page 31 claims the mill will <br />attempt to recycle 75% of the mill water for fixture milling, but where will it be <br />stored or transported? <br />• The plan does not mention our harsh winter, what will the miners do when the <br />pond is frozen 5 months per .year. How can they claim to mill 365 days per year <br />with a frozen pond and frozen water lines? <br />• For exploration to occur, I believe exploration roads should be reclaimed, just like <br />the access road. Why should the exploration holes be re-vegetated, but not the <br />roads to access them? <br />• This plan claims to return the land to pre-mining land use of "recreation". This <br />area should stay post-mining land use as it has been historically for over 75 years. <br />• Page 32 requires further testing of tailings and further monitoring of the tailings <br />dump location in the Mayday Mine.
