Martin
Executive Director
Loretta E. Pitteda
Director
The permit application for the proposed Fruita Loadout project was deemed complete October 1,
2010 and our adequacy review is due to be completed no later than November 30, 2010. The
applicant CAM-Colorado, LLC proposes to operate a coal loadout facility (Fruita Loadout) on land
located approximately 3.5 miles west of Fruita in Mesa County, Colorado. The proposed Fruita
Loadout permit boundary contains 219.2 acres of land that is all located on private surface. Reed
Wash (a perennial stream) runs through the central portion of the proposed permit boundary. The
proposed loadout will tie into the Union Pacific mainline west of Reed Wash. The new spur track
and loadout would be located south of State Highway 6 & 50, north of Interstate 70 and west of the
old Fruita Refinery. Coal will be hauled to the unit train loadout facility by others in highway legal
trucks. Vehicle access to the site would be from County Road 15 east of the property via an
easement across a portion of the Fruit Refinery. Coal will be dumped from the haul trucks and
placed into stockpile by belt conveyors. Coal will be reclaimed from the stockpile and conveyed to
the unit train loadout. Unit trains will be loaded approximately twice per week at maximum
throughput. Most of the coal will initially be obtained from the McClane Canyon Mine.
The permit application package is two volumes; Volume I Text & Exhibits, and Volume H Maps. The
application is for a loadout facility only and no coal mining is proposed for this location. I am
requesting review assistance as follows:
¦ Identification of Interests, Compliance Information, and AVS review, Permit Application
Package Volume I Section 2.03 and Exhibit No. 1 - Johanna;
¦ Surface water quality/quantity and sediment and drainage control, Permit Sections Volume I -
2.04.5, 2.04.7, 2.05.3, 2.05.6, and Exhibit No. 3 and Exhibit No. 9 - Joe;
Office of Office of
Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
