from Steven's Gulch Road, the superstructure of which has been removed for reclamation, the <br />500,000-gallon water tank and well house at the Steven's Gulch well field, and the Bowie No. 1 <br />West Mine pipeline. These facilities are described in Section 2.05, and maps are found in <br />Volume 8A. <br />The main East Mine facilities area is located east of Steven's Gulch Road. All of the mine <br />buildings and coal handling structures have been demolished. Demolished facilities included the <br />office/bath house building, the warehouse and shop, a crushing and screening building, a <br />transfer tower, conveyor structures, and a truck loading station. These structures were either <br />disposed of offsite or buried in place. Concrete foundations and piers were broken up and buried <br />in place. In addition, two water tanks (100,000 gallon and 200,000 gallon) were located on the <br />north end of the disturbed area and were removed. Also, a fueling area, a sewer plant, and waste <br />oil storage tank were part of the facilities. The superstructure of the fueling area has been <br />demolished and disposed of offsite. The sewer plant and waste oil storage tank have been <br />removed. The concrete foundations of the fueling facility and the waste oil storage tank were <br />broken up and buried in place. The coal which had been stockpiled at the crusher/screener bench <br />and at the highway coal stockpile next to the train loadout, was transported by truck to the <br />Bowie No. 1 loadout and shipped out by rail. The highway coal stockpile area was covered in <br />one to two feet of soil and seeded and mulched in order to temporarily stabilize the area until <br />final reclamation. The adits at the Bowie No. 1 main East Mine were backfilled with compacted, <br />non-combustible fill in 2001. <br />Facilities at the Bowie No. 1 West Mine portal bench area included three portals, a warehouse, <br />shop, fueling station and rockdust tank. A substation provided a power linkage to the mine. All <br />of the facility structures at the portal bench area were dismantled and removed offsite. Some of <br />the equipment was transported to the Bowie No. 2 Mine for use. Concrete foundations were <br />broken up and covered before the backfilling and grading operations began. The three portal <br />adits were backfilled with compacted, non-combustible material in 2000. After structural <br />demolition, the West Mine portal bench area was backfilled and graded. The portal bench <br />backfilling and grading operations began in 2000. Because of site constraints, it was not possible <br />to backfill and grade the entire site in one operation. Complete excavation of the fill material and <br />removal of the East Roatcap Creek culvert would not leave enough room to construct a new <br />sediment pond to treat the runoff from the reclaimed area. Therefore, BRL decided to reclaim <br />the site in two separate stages. <br />The first stage involved backfilling and grading the upper two thirds of the site and leaving the <br />East Roatcap Creek culvert and about 10 feet of cover fill in place. About 300,000 yds of fill <br />were moved, with 10,000 yds remaining. This allowed enough room to construct two new <br />sediment ponds directly over the East Roatcap Creek culvert. <br />Once the upper area is stabilized with vegetation, stage two will begin. The remaining fill over <br />the East Roatcap Creek culvert will be excavated, eliminating the two new sediment ponds. <br />Then the East Roatcap Creek culvert will be removed. If needed, another new, but smaller, <br />sediment pond will be constructed at the down gradient end of this disturbance. <br />A 200,000-gallon water tank and ventilation fan were part of the West Mine fan area, which lies <br />one-quarter mile north of the portal cut. The ventilation fan structure and the water tank were <br />dismantled and removed offsite. In 2000, the ventilation fan shaft was filled with a layer of non- <br />combustible material, followed by coal refuse from the run-of-mine coal stockpile. The <br />ventilation shaft was reworked because the fill settled. After the fill stabilized, the shaft was <br />topped with non-combustible material. A concrete plug, reinforced with rebar, was poured over <br />the filled-in shaft, and, then, covered with dirt. <br />25
