Draft: August 23, 2010 page 11 <br />5.0 RECOMMENDATIONS <br />Based on the material properties obtained from the drilling and sampling program of June <br />2010 and the subsequent computer modeling, AAI recommends that the DWDA be constructed <br />to the criteria in Table 3. <br />Table 3. Recommended Construction Criteria <br />Maximum height 30 ft <br />Maximum slope (H:V) 1.5:1.0 <br />Maximum lift thickness 1.0 ft <br />Minimum compaction 90% standard proctor <br />Moisture content for compaction +1- 2% of standard proctor optimum <br />This report contains professional opinions based on site visits, laboratory testing, and <br />information provided by NECC. AAI makes no warranties, either expressed or implied, as to the <br />accuracy or completeness of the information provided. Opinions are based on subjective <br />interpretations of geologic data; other equally valid interpretations may exist. <br />It is acknowledged that these recommendations have been made based on a limited set of <br />data and, thus, there are inherent uncertainties. It is NECC's responsibility to understand the <br />recommendations presented here and the implied risks. <br />NECC is responsible for the final design and construction of the waste disposal area at <br />the mine. However, NECC assumes responsibility upon implementing AAI's recommendations. <br />Modifications may be needed, based on the mining operations. AAI remains available for <br />consulting during final design and construction, and can assist with field monitoring of ground <br />conditions, as needed. It is recommended that NECC have procedures for field implementation <br />of the report's recommendations. Recommendations provided in this report do not constitute a <br />final design.
