The electrical power distribution upgrade consists of repair and upgrading of the
transmission lines, substations and distribution system. Repair and upgrade of the
existing 44kV transmission line from San Isabel Electric Association's Tercio
Substation to New Elk Mine Substation. The transmission line will be repaired and
upgraded to 69kV. The ownership of this transmission line will remain with San
Isabel Electric Association. No power po le s will e a ed, but the existing terminal
pole will be removed and relocated. The electrical utilities corridor is included on
Map 11 Sheet 2 East Portal Utilities and Ponds.
The existing New Elk Coal Company New Elk Mine Sub station will be upgraded to
30 MVA at 69kV. All substation upgra es w cur m ee ex' xisung subst
enclosure (fence). A new substation control building will be added the substation
from which all underground and surface electrical distribution circuits will be fed.
The substation is owned and operated by New Elk Coal Company.
The underground and surface electrical distribution system will be upgraded to
12.47kV. All surface and underground electrical distribution circuits will be fed
from the substation control building. A new buried, concrete - encased duct bank will
be installed from the substation to the mine portal area to feed the underground mine,
surface conveyors, and crusher building. Typical duct bank construction is shown in
Figure 2b.
he coal Rrocessing plant and a or system will be fed by means of an
• existing; overhea transmission line This line was originally energized at 44kV and
owned by San Isabel Electric Association. Ownership will be transferred to New E lk
Coal- Comaa y and the line charged at 12.47kV The ventilation fan and surface
buildings will be fed by means of existing 12.47kV overhead distribution lines. The
existing 12.47kV overhead distribution lines are currently owned by San Isabel
Electric Association, but ownership of all lines on New Elk Coal Company property
will be transferred to new Elk Coal Company for the permanent power distribution
system. The 12.47kV overhead power lines for the permanent electrical distribution
system will be isolated from the San Isabel Electric Association system off New Elk
Coal Company property, but remain capable of quick reconnection to supply
emergency power if needed. A temporary substation will be located adjacent to the
existing substation while work on upgrading the substation is underway.
•
TR -54 Page 2.05 -5c Revised 11/01/10
