Yoast Mine SL-3 <br />Phase 11 Bond Release Request <br />Febmary 2011 <br />been run for the five (5) ponds that discharge off-site. The statistics were compiled for the <br />previous five (5) year period and show the following results: <br />Pond 010 _ 9.0 mg/l (average) - 12 mg/l (maximum) <br />Pond 011 _ 11.2 mg/1(average) - 28 mg/1(maximum) <br />Pond 012 _ 10.4 mg/l (average) - 25 mg/l (maximum) <br />Pond 013 _ 10.3 mg/l (average) - 26 mg/1(maximum) <br />Pond 014 _ 33.4 mg/l (average) - 170* mg/l (maximum) <br />* The "normal " NPDES limits are 35 mg/l, except during precipitation or snowmelt events, in <br />which case there is no TSS limit. Pond 014 normally only discharges during snowmelt runoff. <br />In addition the background levels for the receiving streams upstream of the confluences are <br />significantly higher than the discharges from the Phase II request area. <br />The monitoring results show that the TSS siandard/requirements do not exceed the criteria <br />limits set by the State of Colorado. Supporting data sheets and graphs are contained in <br />Attachment F, Water Quality Monitoring Results. <br />• Permanent Impoundment Documentation <br />Three of the existing sedimentation ponds at Yoast were accepted as permanent <br />impoundments with the approval of Technical Revision 37 (TR-37) in March 2008.. The <br />• current approved permanent impoundments are: <br />- Pond 010 <br />- Pond 013 <br />- Pond 014 <br />The documentation regarding the permanent impoundments is contained in the Permit <br />Application Package in Attachment 20-1, Permanent Structures and Features, Appendix 20- <br />1.2 Permanent Pond Demonstrations <br />• Attachment Descriptions <br />Attachment A - contains a Notarized Statement that all reclamation work has been completed <br />in compliance with approved permit and Rule 3.03.2(1)(e). <br />Attachment B, Public Notification Letters - contains a copy of each letter sent to the general <br />public and agencies. <br />Attachment C, Public Notice and Proof of Publication - contains a copy of the Public Notice <br />that was published in the Steamboat Pilot and verification that the notice was published 4 <br />consecutive times. <br />Attachment D. Topsoil Depth Sampling Summary - presents a summary of each sample <br />collected and the depth of topsoil at that sample location. The summary represents 172 <br />topsoil depth samples. <br />9
