Colowyo, C1981-019, PR3 adequacy 14 February 25, 2011
o On Map 41 B, some watershed boundaries are stream channels (Jubb Creek, Collom
Gulch). It is unclear why watershed boundaries are shown this way.
o Some ditches are on ridges (e.g., Porcupine Draw and Cougar Draw).
o Area A3 extends over a ridge.
• Detailed mapping of culvert locations is limited or non-existent.
Please address these deficiencies.
4. The floating siphon proposed in the sediment control plan is not included in the
drawings and may not be the best design at this site due to climate. Please provide
additional text narrative and drawings, as necessary, to describe the operation of the
siphon, including during winter conditions when the pond surface is frozen.
Rule 4.05.7 Discharge Structures
The application is adequate with regard to this Rule.
Rule 4.05.12 Protection of Ground Water Recharge Capacity
The application is adequate with regard to this Rule.
Rule 4.05.13 Surface Water and Ground Water Monitoring
Map 1013 does not show proper annotation for the ground water monitoring wells. Please refer
to the legend and correct the ground water well annotation for the wells included in the water
monitoring plan.
2. To monitor and measure the development of a spoil aquifer, which the Division believes is
likely in the Collom Lite pit, please locate a future spoil water monitoring well on the map to
be added post-reclamation. Brief permit text narrative committing to the installation of this
well is also required.
3. In the groundwater lab parameter table in Section 4.05.13, please change the analysis for iron
from "total" to "dissolved". Although DRMS Rule 2.04.7(1) specifies analysis for "total" iron
in baseline data collection, the standards for iron in the Basic Standards for Groundwater
(Colorado Water Quality Control Commission Rule 41) are for the "dissolved" concentration.
Rule 4.06 Topsoil
1. In the Topsoil handling section of the application, Rule 4, page 20, CCC makes the statement,
"Topsoil stockpiles will not be moved when required for redistribution on disturbed areas prior
