Rule 3.02.2 - Determination of Bond Amount 9. The Division now believes that the TR-81 plan for the South Taylor Pit is a viable mining and reclamation plan. There are a few adequacy concerns that remain but they will not affect the overall plan. Colowyo will need to provide a reclamation cost estimate that addresses the changes to the mining and reclamation plans (including the changes to the permanent fills, temporary fills and mining limits) contained in TR-81. Colowyo has previously submitted a reclamation cost estimate as TR-85, which remains incomplete. The correct way to address changes to the reclamation cost estimate is to incorporate those changes into the revision where the changes occurred. Colowyo will need to submit the changes to the reclamation cost estimate as a part of TR-81. At that time, Colowyo can withdraw TR-85. Rule 4.05.4 - Stream Channel Reconstruction 10.
