CIVIL IRES7URCES,LLC <br />LNGINLLRS & PL\NNLRS <br />February 18, 2011 <br />Mr. Jared Ebert <br />Environmental Protection Specialist <br />Division of Reclamation, Mining and Safety <br />1313 Sherman Street, Room 215 <br />Denver, Colorado 80203 <br />RE: S & H Mine; DRMS File No. M-2000.158; Amendment 02, Adequacy Review #4 <br />Dear Mr. Ebert, <br />Following is our response to your adequacy review letter dated February 14, 2011. <br />6.4.5 EXHIBIT E - Reclamation Plan <br />1) Please identify the purpose of the buried riprap dikes depicted in the Permanent Erosion Control Plan? <br />The buried riprap dikes are proposed to prevent overbank erosion and also protect the reclaimed Site <br />from large shifts in the river that can occur during large storm events. <br />2) The Division approves of the proposed weed control plan for the site. During the site visit on February <br />3, 2011 is appears a significant effort to treat noxious weeds occurred. The Applicant may want to <br />consider conducting a temporary grass seeding in these treated areas to promote non-noxious weed <br />establishment. If the site will be inactive for four or five years, without competitive vegetation the <br />noxious weeds will return with added vigor enhancing the cost and time to treat the infestations. <br />Thank you for approving the weed control plan. We agree that temporary seeding is justified should the <br />Site remain inactive for longer than one growing season. <br />6.4.7 EXHIBIT G -Water Information <br />3) Please indicate how frequently and for what duration baseline groundwater data will be collected. At a <br />minimum, the Division will require monthly monitoring for 12 months. Please commit to submitting <br />baseline groundwater monitoring data to the Division prior to installing the slurry walls. Also, please <br />commit to identifying what groundwater elevation(s) will be the benchmark for the two foot trigger point <br />outlined in the response fetter. <br />Monthly groundwater level data will be collected for a minimum of twelve (12) months and baselines <br />including the 2-foot rise trigger established prior to the construction of the slurry walls. <br />4) Please commit to notifying the Division within 24 hours of when a trigger point for mitigation has been <br />observed. <br />The Division will be notified within 24-hours of a trigger point being observed. <br />5) Two issues from the Division's Third Adequacy review were not addressed in your response.
