Submittal of Bond Release Application and Completeness Determination by the Division <br />The Division received Trapper Mine's bond release application SL-11 on February 25, 2010. <br />The application was found complete on April 13, 2010, after the Division received proof of <br />publication of the applicant's public notice. The completeness determination was made in <br />accordance with Section 3.03.2(1)(d). <br />Trapper Mine submitted the bond release application following the procedures described in <br />the Act and Regulations. Furthermore, the application is in agreement with the Division's <br />Guideline Reaardinz Selected Coal Mine Bond Release Issues, dated April 18, 1995. <br />Public Notice <br />Trapper Mine published notice of the bond release application in the Craig Daily Press once <br />weekly for four consecutive weeks, beginning on March 8, 2010. Trapper Mine also notified <br />landowners within and adjacent to the mine permit area, and other interested parties of the <br />application for bond release, as required by section 3.03.2(1). The Division received no <br />written comments, objections, or requests for an informal conference regarding the bond <br />release application. <br />Bond Release Inspection <br />The Division scheduled and conducted a bond release inspection on April 20, 2010. The site <br />inspection was conducted in accordance with Section 3.03.2(2). Robert Zuber, Jason <br />Musick, and Daniel Hernandez represented the Colorado Division of Reclamation, Mining, <br />and Safety. The operator was represented by Graham Roberts of Trapper Mining, Inc. Also <br />at the inspection were Christine Belka of the Office of Surface Mining, Jennifer Maiolo of <br />the Bureau of Land Management, and Lane Osborn of the Colorado State Land Board. It was <br />determined during this initial inspection that some gully and drainage maintenance was <br />needed in parcel F-AB-08. Also, a slide was observed in parcel E-AB-08. <br />The Division conducted a second inspection on November 8, 2010 to ensure maintenance <br />items noted during the April 20, 2010 inspection had been adequately addressed. Robert <br />Zuber and Daniel Hernandez represented the Division, Christina Hulsman represented the <br />Office of Surface Mining, and Graham Roberts represented the operator during the <br />inspection. The issues identified in April had been addressed by the time of this latter <br />inspection. In particular, the repairs and maintenance had been performed and parcel E-AB- <br />08 had been removed from the application. <br />Trapper Mine Page 5 January 2011 <br />SL-11 Phase I Bond Release <br />
