Permit No. C-1981-019, SL-04 <br />Dear Mrs. Binns, <br />Enclosed please find revised materials to Colowyo Coal Company's Phase I and II Bond <br />Release Application SL-04. Items have been revised to address Items 1 through 6 in the <br />Colorado Division of Reclamation Mining and Safety (CDRMS) August 24, 2010 <br />inspection letter. <br />The Phase I Bond release acres are being reduced by 2.14 acres, composed of 2.08 acres <br />associated with the Gulch A Ditch which will continue to collect runoff from areas not <br />requested for bond release, and 0.06 acres associated with the Section 16 Pond Access <br />Road, which also must remain in service. Table 1 provides the actual breakout of the <br />above described acreages, and Exhibit 1 provides the locations of each. <br />The Phase II Bond release acres are being reduced by 36.62 acres, composed of 2.08 acres <br />associated with the Gulch A Ditch which will continue to collect runoff from areas not <br />requested for bond release, 0.03 acres associated with the Section 16 Pond Access Road, <br />which also must remain in service, and 34.51 acres in Reclamation Blocks EP041 and <br />WPO10 which contains excessive amounts of annual bromes at the time of the CDRMS <br />August 2010 inspection. Table 1 provides the actual breakout of the above described <br />acreages, and Exhibit 1 provides the locations of each. <br />Included with the revised materials for SL-04 is a change sheet to ease incorporation into <br />the SL-04 bond release document.
