1. Page 57, Methods, Sample Layout - In the second paragraph on this page, wetlands are <br />described as one of the four minor plant communities along with improved pasture, <br />cultivated land and disturbed areas. In the Sample Layout paragraph further on in the text, <br />wetland is combined with other bottomland types in the bottomland category. Please <br />clarify which category wetlands have been categorized for the purpose of community <br />inventory. Make similar changes in the last paragraph on page 59 and Table 2.04.10-33 as <br />needed. <br />2. Page 63, second paragraph - The sagebrush reference has experienced "die-off' of <br />sagebrush due to the recent drought and down-cutting as explained in the third bullet on <br />page 62. Down-cutting is a phenomenon that lowers the water table significantly and most <br />likely will not recover to levels experienced before the down-cut. Please provide further <br />explanation and evidence to support the prediction: "it is anticipated that sage reinvasion <br />will occur over the next several years" as this may have significant effects on the vegetative <br />characteristics of the reference area. <br />3. Page 69, Minor Vegetation Communities and Other Designations - In this section five <br />minor communities are described: improved pasture, sage grouse target habitat reference <br />area, cultivated cropland, disturbed areas and wetlands. In contrast the introduction on page <br />57, describes 4 minor communities types. Please fix the text to include all five community <br />types in the introduction. <br />Exhibit 10, Item 6 - Baseline Vegetation Survey, May 2006 <br />1. The table of contents does not have page numbers. Please submit a new table of contents <br />with page numbers. <br />2. Appendix A - Tables, Charts & Plates does not contain the plates with pictures. Please <br />submit the plates as part of the Baseline Vegetation Survey. <br />3. Appendix B - Colorado Heritage Program - Database Search Results is not included in <br />Exhibit 10, Item 6. Please submit the search results as part of the Baseline Vegetation <br />Survey. <br />4. Appendix C - Vegetation Community Maps are not included in Exhibit 10, Item 6. Please <br />submit the maps as part of the baseline vegetation survey, or if the vegetation maps are the <br />maps included in the PR-3 permit, give reference to these maps in Appendix C with the <br />permit nomenclature for each map. <br />5. MapV 1 is not included in the Baseline Vegetation Survey. Please submit a copy of Map <br />V1 or if map VI map is included in the PR-3 permit, give reference to this map in <br />Appendix C with the permit nomenclature of the map. <br />Rule 2.04.11 Fish & Wildlife Resources Information <br />As per Rule 2.04.11(2), the applicant shall contact the Division to determine what fish and <br />wildlife resources information will be required. While it appears that a thorough <br />fish/wildlife study and report of the Collom Permit Area are included in the permit, there is <br />not a discussion in the text about a pre-study meeting with the Division to determine the <br />required data for the study. Please submit a copy of correspondence with the Division as to <br />the information required for a complete fish/wildlife study at the Collom Permit Area and <br />2
