Ryan Sweetwood represented the
operator during the inspection.
A photograph taken during the inspection is attached to the end of this report. With the operator's consent, this
report was issued from the Denver office of DRMS.
The ground was covered in most places with about one foot of snow. Snow cover prevented access to higher
areas.
EXPLOSIVES - Rule 4.08 Distance Prohibitions 4.08.4; Warnings 4.08.4; Control of Adverse Effects 4.08.4:
The explosives storage area was locked and secured.
GENERAL COMPLIANCE WITH MINE PLAN - The active longwall face was advancing west near the
middle of panel E-2. Development mining was being conducted on the east end of panel E-3 in the headgate of
that panel. The operator appeared to be following the approved underground mine plan, based on the mining
progress map on display in the mine office.
PROCESSING WASTE/COAL MINE WASTE PILES - Rule 4.10 and 4.11
Drainage Control; Surface Stabilization; Placement:
The Refuse Pile Expansion (RPE) is nearing its maximum capacity. No problems were found on the RPE. The
top surface of the RPE was dry and it slopes gently to the back of the pile where runoff would enter a ditch that
goes to the RPE two-cell lined pond.
Refuse Conveyor PP-4 (that extends over the mine entrance road) carries refuse from the recently constructed coal
preparation plant (located on top of the Lower Refuse Pile) to a Refuse Truck Bin (located on top of the RPE).
Trucks carry the refuse from the Bin to the other side of the RPE where it is dumped, and will be incorporated into
Number of Partial Inspections this Fiscal Year, ending 6/30/2011: 5
Number of Complete Inspections this Fiscal Year, ending 6/30/2011: 3
Page 2 of 4
