13) The cost estimate submitted for the re-application of topsoil indicated 9000 cubic <br />yards of topsoil would be needed. Based on the proposed plan to apply 8-12" of <br />topsoil to the site, a minimum of approximately 10,650 cubic yards of topsoil <br />would be needed to reclaim 9.9 acres of land. Please submit a new estimate to <br />apply the necessary amount of topsoil. <br />14) The Division is aware manure can be obtained at no cost in this area. However, in <br />the unlikely event the financial warranty would be forfeited the Division would <br />have to transport the material to the site and spread it. Please provide a cost <br />estimate for the transportation and application of manure. <br />Public Notice: <br />15) Pursuant to Rule 1.6.2 (1) (d), please provide evidence the proper notice was <br />published in the newspaper of general circulation. The notice was to be published <br />once; at least 10 days after the Office notified you that your application was <br />considered complete. <br />16) Please provide evidence the notice discussed above was mailed or personally <br />served to all owners of record of the surface and mineral rights of the affected <br />land and any owner of record of all land surfaces within 200 feet of the boundary <br />of the affected land. <br />This concludes the Division's preliminary adequacy of your 110c permit application. <br />The decision date of the application is March 4, 2011. As previously mentioned if you <br />are unable to provide satisfactory responses to any inadequacies prior to this date, it will <br />be your responsibility to request an extension of time to allow for continued review <br />of this application. If there are still unresolved issues when the decision date arrives and <br />no extension has been requested, the application will be denied.
