PERFORMANCE STANDARDS CDOW has reviewed this section and offers the following comments. • Herbaceous Cover: CDOW agrees with the determination of herbaceous cover success. • Herbaceous Production: CDOW agrees with the determination of herbaceous production success. • Woody Plant Density: CDOW does not fully agree with this standard. o In the grassland communities (areas >10% slope) CDOW agrees with this performance standard. o For the manifested shrublands, the standards defined in the plan are not adequate. CDOW recommends that in core areas the desirable goal of 1000 plants per acre is adequate but the standard shall be 500 plants per acre and not 375. In the ecotonal areas, the desirable goal shall be 1000 plants per acre with a standard of 375 plants per acre. The standard of half those plants be sagebrush is adequate. o CDOW agrees with the establishment of 350 acres of core and ecotonal shrubland areas. MORGAN CREEK RANCHING FOR WILDLIFE • The new permit boundary will encompass 8210 acres of the existing Morgan Creek Ranching for Wildlife Area (MCRFW). o CDOW requests that with the potential loss of public hunter access, the reclaimed lands of the East, Section 16 and South Taylor pit areas be offered for public hunting access and incorporated into the MCRFW once it is feasible to do so by Colowyo Company Policy and Standards. o The loss of 8210 acres will negatively impact the number of hunting licenses available to both public and private hunters.
