Blue Mountain Energy, Inc. <br />2010 Stormwater Annual Report <br />Permit Certification No. COR-040172 <br />ATTACHMENTS <br />A. Inspections were made and maintenance actions taken to ensure compliance with the <br />permit. No violations of the Stormwater Permit were noted. Current BMPs are <br />working properly. Routine maintenance performed including ditch cleaning and <br />sediment removal when and where warranted. During 2010 we saw a normal winter <br />with higher than normal precipitation the remainder of the year. Overall, 2010 had <br />above average precipitation of 16.07 inches compared to the average annual <br />precipitation of 10.02 inches. <br />Two intense rainfall events occurred during the summer. On July 8`h we experienced <br />a highly localized event which produced 1.07 inches of precipitation, most of which <br />occurred during a 15 minute period. A second storm, also highly localized, on <br />August 3`d produced 1.76 inches of precipitation within about a 2-hour period. The <br />10-year 24-hour design event for this site is 1.60 inches. While some extra <br />maintenance was required following these storms our facilities effectively controlled <br />and treated runoff from these events. The intense portions of these storms were <br />mostly limited to our portal facilities. Most of the mine site received much less <br />precipitation during these events. <br />The SWMP was reviewed but not updated as part of this report. Since the SWMP <br />incorporates BME's Mining Permit by reference most changes are reviewed and <br />addressed within the context of the mining permit administered by the Division of <br />Reclamation, Mining and Safety. <br />B. First quarterly inspection - February 29. Site in compliance with Stormwater <br />Permit. <br />Second quarterly inspection - June 2. Site in compliance with Stormwater Permit. <br />Third quarterly inspection - August 25. Site in compliance with Stormwater <br />Permit. <br />Fourth quarterly inspection - November 17. Site in compliance with Stormwater <br />Permit. <br />Quarterly inspections were conducted concurrent with State oversight inspections <br />from the Division of Reclamation, Mining and Safety. Many other inspections <br />occurred throughout the year to identify and address potential problems in more <br />specific areas. Maintenance and repairs were performed to address issues while <br />maintaining compliance.
