However, the majority of the road was clear of snow. <br />Gravel and dirt roads were muddy; access to the reclaimed North Pit and southern areas was not attempted. <br />The asphalt -paved road surface directly above the reclaimed Sediment Pond No. 2 is deteriorating (Photo 1). This <br />may be due to the relatively flat gradient of the ditch on the uphill side, which allows the subgrade beneath the <br />road to become saturated. <br />SIGNS AND N ARKERS — Rule 4.02: <br />The gate to the permit area was closed and locked.
