January 28,2011 C-1981-014/Southfield Mine JHB <br /> No other problems were identified with the ponds. The long term status of the load out ponds was discussed with <br /> George Patterson regarding reclamation of the ponds or applying for permanent impoundment status. Mr. <br /> Patterson indicated that EFC had not decided which direction it wanted to go yet regarding final disposition of the <br /> ponds. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> El Drainage Control; Surface Stabilization; Placement: <br /> TR38 has been approved by the Division on January 14,2011. The public notice was scheduled to run in <br /> the Canon City Daily Record on January 28, 2011. This will initiate the 10-day public comment period regarding <br /> the Division's decision to approve termination of quarterly refuse pile inspections. <br /> Mr.Patterson informed the inspector that no waste pile inspections were conducted for 2nd, 3rd, or 4th quarter <br /> 2010. Since TR38 was not approved until first quarter 2011,these 2010 inspection were still required.The <br /> Division is currently evaluating failure to conduct quarterly waste pile inspections. <br /> ROADS—Rule 4.03Drainage 4.03.1(4)/4.03.2(4) <br /> ❑Surfacing and Maintenance4.03.1(5) and(6)/4.03.2(5)and(6) <br /> ❑Reclamation 4.03.1(7)/4.03.2(7): <br /> The access road into the reclaimed mine was in good condition and well graded. Ditches remain in good <br /> condition. The access road to the refuse pile remains in good conditions. Roads were damp but not wet or soft. <br /> The inspector attempted to access the Monarch fan site. The access road to the fan site was well graded,ditches <br /> cut and functional and water bars were in place. No vehicle traffic has accessed the fan road since the recent <br /> snowfalls. Most of the snow was melted off but higher elevations on the road still had snowdrifts remaining. The <br /> road was getting softer as the elevation increased. The inspector turned around before accessing the fan site due to <br /> drifts and soft road. <br /> REVEGETATION—Rule 4.15 <br /> ❑Vegetative Cover; <br /> Vegetation throughout the mine site,refuse pile and load out remain good. No problems were noted with <br /> vegetation at the mine site or refuse area. Unauthorized vehicle access tracks were observed across the vegetation <br /> at the load out both on the east and west sides of the county road. <br /> SUPPORT FACILITIES -Rule 4.04: <br /> Reclaim tunnel remains on site as a permanent structure. No changes were observed with this structure. <br /> Access to the Monarch fan was attempted but the inspector turned around prior to reaching the fan due to snow <br /> drifts remaining on the access road. <br /> OFFSITE SUPPORT FACILIITES -Rule 4.04,4.28: <br /> The load out was inspected. No rail cars were stored on the east side,and only a few rail cars were <br /> currently stored on the west side.
