expansion. Gradation samples were obtained of the Filter I materials being stockpile at the refuse pile and <br />Filter lI materials from Bower Brothers Ross Pit near Craig, Colorado. After discussions with John <br />Weinman of Hydro-Environmental Solutions, Inc., it was determined that the materials would be <br />acceptable for construction of the underdrain. Mr. Weinman advised us that for the Filter I materials a D,o <br />< 2" and less than 5% passing the 200 sieve were to be used and for the Filter H materials a D. < %" and <br />less than 20% passing the 200 sieve were to be used. The materials tested met the above criteria. The <br />gradation test results are attached. <br />As suggested, the water levels in the monitor wells installed on October 23, 1997 and December 9, 1999 <br />were measured during this quarter on a monthly basis. A table and graphs showing the monthly water <br />levels are attached. <br />We were advised that the wash plants had produced approximately 53,037 tons of waste coal during the <br />month of January 2010: approximately 68,485 tons during February 2010: and approximately 130,134 tons <br />during March 2010. It is our understanding that the fines being produced at the wash plant, which consists <br />of approximately 10 to 20 percent of the total materials being produced, are being pumped underground <br />into the mine. <br />Based on our limited observations, it appears that the pile is currently being constructed and maintained in <br />general accordance with the project specifications and plans submitted under 2.05.3(8) and that the <br />potential hazard to human life and property at the site in its present condition is minimal.
